JOHNSON CITY RUGBY FOOTBALL CLUB BY-LAWS


ARTICLE I


The name of the club shall be the Johnson City Rugby Football Club.


ARTICLE II


The purposes of the Club shall be to practice, teach and promote the sport of rugby football in accordance with international laws, while encouraging an active an harmonious social life among all its members


ARTICLE III


The colors of the club will be as follows:
The jerseys will be silver, black, white or any combination with contrasting numbers
The shorts will be black
The socks will be silver, black, white or any combination.


ARTICLE IV


All regular business and affairs of the club will be managed by an executive committee composed of a President, Secretary and Treasurer.
In addition to the executive committee the club will elect persons responsible for the following duties:
Coach
Captain
Vice-Captain
Social Chairman
Grounds-keeper/Equipment Manager
Publicity/Public relations Chairman
Fixture Secretary
Duties and responsibilities of the above officials will be as outlined in Supplement I
Those officers shall be elected for the term of one year by a General Meeting to be held annually to this effect, and to transact any other business that may come before it, held during either the last week of April or the first week of May, and the newly elected officers shall take office following this meeting.
Special meetings maybe called at any time by the President, or by a third of the Full Members of the Club, who shall be given written and signed notice to the Secretary.
The President, or in his absence the Secretary, or in his absence the Treasurer, shall preside over all meetings.
Notice of any meeting shall be given by the Secretary, in writing, not later than seven (7) days prior to the date of the meeting. This notice shall specify the place and time of the meeting, plus the agenda to be covered. The presence of one third of the Full Members shall be necessary and sufficient to constitute a quorum, unless amendments to these by-laws are part of the agenda. In that case, quorum shall consist of two thirds of the Full Members.
In case of vacancies, a meeting shall be called without delay to elect new officers.
All elections shall be conducted by secret ballot
All elections shall be conducted with schematics consisting of nominations (either by ballot or verbal), voting, tally and next nomination


ARTICLE V


The dues of the Club should be as follows: ALL DUES PAYABLE BEFORE 1 ST MATRIX MATCH
Full Members: Professionals
$100.00/year or payable $50.00/semester or 4 installment payments at $25.00 of which 10% of all revenue will go towards a sinking fund that contributes towards a pitch, tours and coach.


Collegiate

$60.00/year of payable $30.00/semester or 3 installment payments at $20.00 of which 10% of all revenue will go towards a sinking fund that contributes towards a pitch, tours and coach.


Social Members: $60.00/year or payable $30.00/semester or 3 installment payments at $20.00 of which 10% of all revenue will go towards a sinking fund that contributes towards a pitch, tours and coach.


Sinking fund
The sinking fund is a fund in which 10% of JCRFC's revenue is deposited quarterly in sole purpose of pitch, tours and coach.
The usage of the sinking fund shall be decided by no less than 90% full forum of JCFRC
Executive committee is held fully responsible for the usage of monies in the sinking fund according to the forums decision.
Dues shall be payable prior to the first game of the season. If not a fine of $10.00 per game will be paid in order to play in that game. This fine does not go towards dues.
No member shall be allowed to play in the first XV (15) games if he is more than one week in appears with his membership payment unless he has requested and been given special late payment permission by the executive committee.
The families, under the age of 18, and wives of all full members automatically become social members.


ARTICLE VI


• The fiscal year of the Club shall begin the first day of June , and it shall end the last day of May each year. At the end of each fiscal year, the Treasurer shall send a written Financial Statement of the club to each elected official and any member of the club that request the statement.

• All checks and/or notes of the club shall be signed by the President or by the Treasurer.

• No officer of the club may spend more than seventy-five ($75.00) dollars without the approval of a second officer. No member of the club shall spend any money without approval from a member of the executive committee.

• The Johnson City Rugby Football Clubs' bank statement shall be sent to the secretary of the club for a check and balance system. Within one week the secretary shall make copies for the executive committee which consists of the President and the Treasurer.

• All monies shall be received by a member of the executive committee. All monies received by a member of the executive committee form any club member shall be notated with a sequential number receipts from a JCRFC receipt book and a copy given to the club member. These receipt books will be audited by the executive committee quarterly or when deemed necessary.


ARTICLE VII


Membership of the club shall consist of:
Full Membership
Social Membership
Honorary Membership
The rights and obligations of each type of member shall be as follows:
Full membership is that one that has paid his dues in accordance with Article V. He is entitled to one vote in every meeting of the club, and to be eligible to play and/or to be an officer of the club. He shall not be a full or playing member of any other club in the Tennessee rugby union.
Social membership is that one that has paid his dues in accordance with Article V, or the wives and children of a Full member. He is entitled to attend regular meetings of the club, but he is not entitled to vote.
Honorary members shall have the same rights and obligations as Social members, except they will not be eligible for dues. In order to qualify as an Honorary member, the applicant must have made some meaningful contribution to the welfare of the club.
Any new member must be sponsored by at least one full member, except honorary members that must be sponsored by three Full members. In either case, they shall be ratified by the club committee, who shall have the right to reject any application and terminate any membership.

ARTICLE VIII


All players shall be properly dressed in the colors of the club, as specified in Article II, Paragraph 1, before they enter the pitch to play scheduled games.


ARTICLE IX


The executive Committee of the club shall decide the disposition of all trophies won by the club.

POSITIONS


PRESIDENT

Shall provide executive leadership in all the activities of the JCRFC.

Shall preside at all meetings of the JCRFC and the Executive Committee, and may cast the deciding vote in the event of a tie.


SECRETARY

Shall maintain a record of the activities of the JCRFC, including:

-maintaining an up-to-date list of members, addresses and phone numbers

-shall keep careful minutes of all meetings of the JDRFC and the Executive Committee

-shall issue notices of all meetings

-shall represent the JCRFC on the Board of Governors of the TNRFU ( Tennessee Rugby Football Union)

-in the absence of the President, preside over all meetings of the JCRFC or the Executive Committee.


TREASURER

Shall collect the dues of the JCRFC and all other funds payable to it

Shall pay all debts incurred by the JCRFC

Shall keep a record of all income and expenditures of the JCRFC

Shall make a report at each Annual General Meeting giving the conditions of the Treasury
